Brazil Senate debates income tax exemption for teachers
A bill introduced in the Brazilian Senate, Project of Law 5.143/2025, proposes an income tax exemption for teachers earning up to R$ 10,000 per month. Sponsored by Senator Fabiano Contarato, the measure aims to increase the net income of educators in both basic and higher education, whether in public or private institutions, provided their income is derived entirely from teaching activities.
To ensure fiscal sustainability, the proposal suggests funding the tax relief through revenue generated from fixed-odds betting taxes. The initiative seeks to prevent the loss of qualified professionals to other sectors by addressing salary disparities.
In a related context regarding teaching conditions, a study by the Fundação Carlos Chagas highlights that many Brazilian teachers must work at multiple schools to supplement their income. Research indicates that Brazil has one of the highest proportions of teachers working across different institutions, often exceeding 40 hours per week. The National Education Plan (PNE) for 2026–2036 includes provisions to encourage teachers to concentrate their working hours within a single school to improve educational quality and working conditions.
