Brazilian Senate leader Alcolumbre faces truckers' strike threat over freight MP

The Association of Brazilian Motor Vehicle Drivers (Abrava), led by Wallace Landim, has warned Senate president Davi Alcolumbre that a nationwide truckers' strike will be launched if the freight provisional measure (MP 1.343/2026) is not placed on the Senate agenda for a vote by 16 July. The MPs, approved by the Chamber of Deputies in March, aim to enforce a minimum freight rate, make the Transport Operation Identifier Code (CIOT) mandatory, and give the National Agency of Land Transport (ANTT) stronger tools to punish companies offering rates below the floor.

Alcolumbre has yet to schedule the measure for plenary discussion, prompting the drivers to accuse him of “holding a national strike in his name.” As Landim said in a video, “Presidente Davi Alcolumbre, o senhor não queira deixar a MP caducar. O senhor vai segurar uma greve nacional no teu nome.”

If the MP lapses, the proposed safeguards would disappear, and the sector fears a regression in safety and earnings. A strike could cripple logistics, affect the supply chain, and cause significant economic disruption across Brazil.
