Brazil Senate President Davi Alcolumbre Cancels Congress Session Over Vetos

Senate President Davi Alcolumbre cancelled the joint Congress session scheduled for Thursday, 9 July 2026, citing a lack of agreement between leaders of the Senate and the Chamber of Deputies on the list of presidential vetoes pending since 18 June. The cancelled agenda also included six projects of law (PLNs) approved by the joint budget commission. The decision comes days before the parliamentary recess, which will run from 18 to 31 July, and follows a broader rift between President Luiz Inácio Lula and Alcolumbre after the Senate rejected Jorge Messias for a Supreme Court seat. Alcolumbre warned that convening the plenary without consensus could jeopardise the quorum needed to open the session, stating, “Não dá para ir para uma sessão do Congresso em que as lideranças da Câmara e do Senado não conseguem ter um mínimo de convergência…”. The impasse means no further voting on priority measures such as the public‑security PEC, the 6×1 work‑week reform, the rare‑earth mining regulation or other key bills before the recess and likely until the October elections. Alcolumbre said he will continue negotiations to reach a consensual agenda before reconvening the Legislature.
