Brazil Senate President Alcolumbre pressured over R$276 bn fiscal agenda

On 9 June 2026 Finance Minister Dario Durigan met with Senate President Davi Alcolumbre, joined by Ministers José Guimarães (Institutional Relations) and Bruno Moretti (Planning). The discussion focused on a set of legislative proposals that the Ministry of Finance estimates could cost the public accounts R$276 billion.

The items include: - Renegotiation of rural producers’ debts, projected at R$120 billion over ten years; - Full retirement benefits for health and epidemic‑control agents, estimated at R$99 billion; - A new national salary floor for doctors and dentists, costing about R$47 billion; - An expansion of transfers to the Municipal Participation Fund, amounting to roughly R$10 billion in 2026.

Durigan warned that “we cannot put the country’s economy at risk” and asked Alcolumbre to hold back votes on the high‑impact projects. Alcolumbre later told reporters he was under pressure to approve salary‑floor measures and said he could either push all the proposals through or block them entirely.

The meeting occurs amid broader tension between the executive and the Senate, including the contested proposal to end the 6×1 work‑scale (PEC) and the recent Senate rejection of an AGU minister nomination. The government seeks to limit the fiscal burden while the Senate debates the legislation ahead of upcoming elections.
