Brazil Senate reviews ban on distance learning for health and physical education

The Brazilian Senate has begun reviewing a bill (PL 5.628/2026) that proposes a ban on distance learning (EaD) for undergraduate programs in the health and physical education sectors. If passed, the measure would incorporate these restrictions into the National Education Guidelines and Bases Law (LDB).

The bill reinforces existing government regulations that already restrict distance learning for specific fields such as medicine, nursing, dentistry, and psychology. A notable addition in this new legislative text is the explicit inclusion of physical education undergraduate degrees among the prohibited distance learning subjects.

The proposal, originally introduced a decade ago by Rodrigo Pacheco, was recently approved by the Chamber of Deputies. Orlando Silva, the rapporteur for the proposal, argued that health courses require direct contact with patients, biological materials, and clinical environments to ensure patient safety and professional quality.
