Brazil Senate urged to vote on REDATA data‑center tax regime

A coalition of parliamentary fronts and more than three dozen industry and energy organisations released a joint manifesto urging the Federal Senate to approve Project Law 278/2026, which creates the Regime Especial de Tributação para Serviços de Data Center (REDATA). The groups ask that the Senate act during the concentrated voting period scheduled for 11–13 August.

The manifesto, signed by deputies such as Júlio Lopes (PP/RJ) and senators Wellington Fagundes (PL/MT) and Esperidião Amin (PP/SC), argues that REDATA is essential to make Brazil’s data‑center environment competitive, citing estimates that a data centre would be 26 % more costly than in the United States and 35 % higher than in Chile without the regime. It also calls for the inclusion of firm energy sources—gas, nuclear and biomethane—through Emenda 22, and for the passage of complementary PLP 74/2026 to resolve pending budget issues.

The signatories contend that the legislation will unlock billions of reais in investment and prevent Brazil from losing projects to countries with more favorable tax and regulatory frameworks.
