Brazil Senate Bill Proposes Tax Deductions for Pet Veterinary Expenses

Senator Plínio Valério has introduced Bill 5.668/2026, which proposes allowing taxpayers to deduct veterinary expenses for dogs and cats from their Income Tax calculations. The bill suggests an annual deduction limit of R$ 2,275.08, matching the current limit for dependents.

Eligible expenses include consultations, treatments, laboratory exams, radiological services, and orthopedic prostheses. To claim these deductions, owners must provide a veterinary prescription and an invoice in their name. Expenses covered by insurance or reimbursed by other entities are excluded.

The benefit is restricted to owners of pets registered in the National Registry of Domestic Animals (SinPatinhas). While the current system only supports dogs and cats, the senator noted that other species could be included in the future. If passed, the tax benefit would last for five years and take effect on January 1st of the following year.
