Brazil tax reform: Small businesses face September deadline for 2027 tax models

Brazil's tax reform is forcing micro and small enterprises to make critical decisions regarding their tax collection models for 2027. A key deadline of September 30, 2026, requires businesses to decide whether to remain in the traditional Simples Nacional regime or adopt a 'hybrid' model. In the hybrid model, companies keep other taxes within the unified DAS guide but collect the new Imposto sobre Bens e Serviços (IBS) and Contribuição sobre Bens e Serviços (CBS) through the regular regime.

This choice is particularly significant for businesses selling to other legal entities (B2B), as the hybrid model allows clients to claim full tax credits, potentially increasing competitiveness. Conversely, the traditional 'pure' model offers simpler bookkeeping but may limit credit transfers. Approximately 11.6 million enterprises are affected by this decision.

The transition period includes a testing phase in 2026, where taxpayers will begin managing obligations related to IBS and CBS. Additionally, the reform introduces a 'cashback' mechanism designed to return a portion of consumption taxes to low-income families to mitigate social inequality. Companies across various sectors, including telecommunications and fuel distribution, are already undergoing technological and process adaptations to prepare for the full implementation of the new system.
