Brazil Social Security reform debate highlights tax exemption impact

Discussions regarding a potential Social Security reform in Brazil are intensifying as the government acknowledges fiscal risks in the 2026 Budget Guidelines Law (PLDO). While the General Social Security Regime (RGPS) is projected to face a deficit of approximately R$ 328 billion (2.58% of GDP) in 2025, analysts from ANFIP suggest a broader perspective is necessary.

When viewing Social Security as a unified system comprising Social Security, Health, and Social Assistance—as mandated by the 1988 Constitution—the financial outlook changes. ANFIP’s 2025 Social Security Analysis indicates that while expenses are projected at R$ 1.69 trillion against revenues of R$ 1.44 trillion, accounting for approximately R$ 290 billion in annual tax exemptions on social contributions results in an effective revenue of R$ 1.73 trillion. This would yield a positive balance of R$ 42.5 billion rather than a deficit.
