Brazil social security spending forecast reduced by R$ 5 billion for 2027

The National Social Security Council (CNPS) has approved a reduction in the projected social security spending for 2027, lowering the estimate from approximately R$ 1.224 trillion to R$ 1.218 trillion. This R$ 5 billion reduction will be used in the preparation of the 2027 Annual Budget Law (PLOA) to be sent to Congress.

Despite the downward revision, the 2027 projection still represents a 7.92% increase compared to the 2026 estimate of R$ 1.129 trillion. The council also revised 2026 projections downward to R$ 1.129 trillion, citing conservative parameters and efforts to reduce the backlog of benefit requests at the National Institute of Social Security (INSS).

Government actions to clear the INSS backlog have successfully reduced the queue of pending requests from 1.8 million in June to 1.55 million in July, a 74% reduction year-to-date. However, Eduardo Pereira, director of the General Social Security Regime Department, noted that these efforts to process more benefits faster have introduced increased uncertainty into future expenditure projections.
