Brazil launches task force to guide businesses through tax reform

Brazilian authorities and professional entities have launched a joint task force to assist businesses and taxpayers in navigating the upcoming consumption tax reform. The initiative, involving the Receita Federal, CFC, Sebrae, and Fenacon, aims to provide communication, training, and practical tools to mitigate misinformation and support the transition to the new IBS and CBS tax system.

A key focus of the transition involves companies under the Simples Nacional regime. These businesses must decide by September 30, 2026, whether to include IBS and CBS in their unified tax guide or collect them separately. However, the Receita Federal has confirmed that companies will be allowed to review this decision if the Senate defines the reference tax rate after the initial window closes.

Economic sectors are expressing concerns regarding the implementation. The National Confederation of Industry (CNI) has called for greater clarity and faster regulation of the Selective Tax to ensure business predictability for 2027. Additionally, industry representatives have highlighted potential challenges regarding cash flow and the complexity of new tax obligations.
