Brazil: Lula reelected as Congress shifts right for 2027

Luiz Inácio Lula da Silva has been reelected to a fourth presidential term following the 2026 elections. While the victory secures his presence in the Palácio do Planalto for another four years, the legislative landscape for 2027 presents significant challenges. The Liberal Party (PL) emerged as the largest force in both houses, securing 121 seats in the Chamber of Deputies and 28 or 29 seats in the Senate.

In the Chamber of Deputies, the Federação Brasil da Esperança (PT, PCdoB, and PV) holds 88 seats, while the Federação União Progressista holds 87. In the Senate, the PT holds 9 or 10 seats, followed by the MDB with 8. This conservative-leaning Congress will require the president to engage in extensive negotiations with the 'Centrão' and opposition blocs to pass legislation and budgets.

Following the election, Hugo Motta (Chamber President) and Davi Alcolumbre (Senate President) met with Lula at Palácio da Alvorada to discuss institutional harmony and the upcoming term. Both leaders emphasized the need for national pacification and dialogue between the Executive and Legislative branches.

Additionally, the inauguration schedule has changed due to Constitutional Amendment 111/2021. The president and vice-president will be sworn in on January 5, 2027, while governors and vice-governors will take office on January 6, 2027. Members of Congress will assume their roles on February 1, 2027.
