Brazil travel regulations for minors under 16

In Brazil, children and adolescents under the age of 16 face specific legal requirements when traveling domestically without both parents or legal guardians. According to Brazilian legislation and National Council of Justice (CNJ) regulations, minors traveling outside their home judicial district unaccompanied by parents generally require express authorization.

Authorization can be granted through a judicial order or via a private document with a notarized signature or a public deed. However, several exceptions exist. Authorization is not required for travel between contiguous judicial districts within the same state or within the same metropolitan region. Additionally, minors may travel with relatives up to the third degree (such as grandparents, siblings, or aunts/uncles) provided that the family relationship is documented with original certificates.

If a minor is traveling with a non-relative adult, formal written consent from a parent or legal guardian is mandatory. This document must have a notarized signature. Travelers are advised to carry valid identification accepted by transport companies to ensure compliance with safety protocols designed to prevent irregular movement and protect child rights.
