Brazil 2026 Elections: TSE issues voting rules and deepfake regulations

As Brazil approaches the 2026 general elections, the Tribunal Superior Eleitoral (TSE) has released the 'Manual do Eleitor' to provide guidance on voting rules. Key regulations include the prohibition of cell phones, cameras, and other recording devices inside voting booths to ensure secrecy. Voters are encouraged to use paper 'cheat sheets' with candidate numbers. Voting is scheduled for October 4, 2026, from 8:00 AM to 5:00 PM Brasília time.

The TSE has also addressed campaign conduct. Minister Estela Aranha suspended a Lula campaign advertisement targeting Flávio Bolsonaro, ruling it exceeded the limits of political criticism. Additionally, the court has defined rules for deepfakes, prohibiting AI-generated content that alters the image or voice of individuals to mislead voters. The TSE has also begun the virtual judgment of presidential candidacy registrations.

In other developments, a survey of 12 presidential candidacies revealed that while proposals for women address violence and health, they often lack detail regarding political participation and autonomy. Meanwhile, the TRE-AM has begun training teams for electronic ballot box audits to ensure transparency.
