Brazil expands biometric identification in transport and social security

Brazil is implementing several digital and biometric initiatives across public services. The Ministry of Ports and Airports has launched the National Sectoral Biometric Identification Policy, which aims to standardize facial and digital recognition at airports, ports, and waterways. This policy seeks to enhance security, reduce bureaucracy, and facilitate 'seamless' and 'touchless' travel by integrating data from agencies such as the Federal Police and the Revenue Service.

In the social security sector, the National Social Security Institute (INSS) has updated its rules regarding payroll loans. Retirees and pensioners who lack facial biometrics in government databases can now authorize loans through the Meu INSS app using Gov.br credentials. Additionally, the government is gradually implementing biometric requirements for the maintenance and renewal of social benefits to prevent fraud, though current beneficiaries will not face immediate automatic blocks.

On the civil identification front, the transition to the National Civil Identity (CIN) continues, utilizing the CPF as a unique identifier. This digital transformation includes the availability of digital IDs on mobile devices, which hold the same legal validity as physical documents. These measures are designed to modernize public services, increase security, and reduce administrative costs.
