Gaeco launches Operation Samaritano to investigate R$ 37 million fraud
The Special Action Group to Combat Organized Crime (Gaeco) of the Paraná Public Ministry has launched Operation Samaritano to dismantle a scheme involving the diversion of funds intended for charitable institutions. The investigation targets a capitalization bond distributor based in Londrina and associated companies suspected of misappropriating resources from philanthropic titles.
Authorities executed 17 search and seizure warrants across cities in Paraná, including Londrina, Ibiporã, and Maringá, as well as in São Paulo, specifically the capital and Itupeva. The judiciary has ordered the seizure of assets and the freezing of up to R$ 36,913,661.48, representing the estimated initial loss to the affected entities.
Identified victims include the National Federation of Apaes (Fenapaes), the Irmandade Santa Casa de Londrina, and the Londrina Cancer Hospital. Investigators allege that until 2019, the group inflated expenses using fraudulent or duplicate invoices from shell companies. Following regulatory changes in 2020, the group reportedly adapted the scheme using simulated promotion contracts to retain funds that should have been deposited directly into the accounts of the beneficiary organizations.
