Brazilian authorities launch operations against public bidding fraud
The Civil Police of Rio Grande do Sul launched ‘Operação Pseudographos’ to dismantle a public bidding fraud scheme in the municipality of Guaíba. The investigation, led by the State Department of Repression of Crimes Against Public Administration (Dercap), began after the State General Accounting and Audit Office (CAGE) identified irregularities in financial capacity certificates presented by a labor outsourcing company during electronic auctions.
Forensic analysis by the General Institute of Forensics (IGP/RS) confirmed that the documents were falsified using common text editors and converted to PDF, with metadata inconsistent with official state standards. Investigators noted that some document dates coincided with periods when state systems were unavailable due to the 2024 floods.
During the operation, which involved approximately 25 police officers, seven search and seizure warrants were executed at the company headquarters, accounting offices, residences, and municipal administration facilities. One person has been arrested, and authorities seized weapons, ammunition, computers, and storage media. The investigation is looking into crimes including forgery of public documents, fraud in bidding processes, and criminal association.
