Brazilian Cities Roll Out New Integrated Security Programs

The municipality of Caraguatatuba in Brazil created the "Caraguá Segura" program, a permanent governance structure that coordinates municipal departments, the municipal guard, civil and military police, fire services, the judiciary and other partners to prevent violence, protect public assets and enforce regulations. The decree establishes operations such as Bairro Seguro, Escola Segura and Orla Segura, and introduces technology like smart video monitoring, drones, OCR plate recognition and crime‑heat maps.

In the states of Rio Grande do Norte, the cities of Natal and Mossoró joined the federal "Município Mais Seguro" initiative, receiving more than R$1.2 million to equip municipal guards with taser kits, non‑lethal spray devices and body armor, and to fund professional training on community policing, gender‑based violence response and use‑of‑force standards. Both programs aim to strengthen local public‑security forces through integration, modernization and preventive action.

Together, the initiatives reflect a broader effort by Brazilian municipal and federal authorities to improve safety, expand surveillance capabilities and enhance the professionalization of municipal guard personnel.
