Brazil's Aneel keeps yellow tariff flag and earmarks R$5.6 bn to cut electricity bills
The Agência Nacional de Energia Elétrica (Aneel) announced that the tariff flag will remain yellow for July, meaning an extra charge of R$ 1.885 per 100 kWh for all consumers connected to the Sistema Interligado Nacional. The decision reflects the dry season, which lowers hydro‑electric reservoir levels and forces the use of costlier thermal plants.
Aneel also formalised a programme to allocate up to R$ 5.636 billion, sourced from the early repayment of Use of Public Asset (UBP) debts by hydro‑generators, to reduce electricity tariffs in 19 states. The funds are to be distributed proportionally among distributors, aiming to keep tariff increases around or below 4.51 %, far lower than earlier projections.
In parallel, the Chamber of Deputies' Commission on Mines and Energy approved a draft law setting rules for negotiating electricity‑market debt arising from hydro‑electric water‑risk lawsuits. The proposal limits participants and defines how extra concession periods are counted, with the stated goal of preventing cost‑pass‑through to consumers.
Separately, Energisa reported that more than 21 000 families in Acre have been enrolled in the federal Social Electricity Tariff programme during the first half of 2026, bringing the state’s total beneficiaries to over 104 000 while many remain unenrolled due to outdated CadÚnico records.
