Brazilian Congress moves on transport tax cut and freight law as truckers protest

The Chamber of Transport and Transit commission approved a draft law that would lower the IPVA tax proportionally for vehicles classified as recoverable after serious accidents. The reduction would be tied to the proven depreciation of the vehicle, and the proposal still requires review by other committees, approval by the full Chamber and Senate, and presidential sanction.

At the same time, autonomous truck drivers have launched a strike in the Baixada Santista area, creating long queues that impede access to the Port of Santos. The protest aims to pressure the Senate to vote on Provisional Measure 1343 – the “MP do Frete” – which sets minimum freight rates. The MP has already passed the Chamber, and the Senate must decide by 16 July, after which the provisional benefits would expire.
