Enel fined R$ 11.4 million for power outages in São Paulo
The São Paulo municipal consumer protection agency, Procon Paulistano, has upheld a fine of R$ 11.4 million against the energy utility Enel. The penalty stems from significant electricity supply failures in the capital between September and December 2025, most notably between December 8 and 10, when up to 3 million consumers were left without power.
Authorities cited failures in service provision, telephone customer support, and the dissemination of information to the public. The decision follows an administrative appeal by Enel, which was denied by the municipal government. The fine is based on the Consumer Defense Code, which mandates that essential services must be adequate, efficient, and continuous.
Enel has expressed disagreement with the punishment, stating that its response to the extreme weather events in September and December was proportionate to the magnitude of the impact. The company reported that during the December storms, which affected approximately 4.4 million customers, it restored power to 80% of those affected within 24 hours.
