Brazilian Dental and Nursing Councils Issue New Professional Regulations

The Federal Council of Dentistry (CFO) published Resolution 295/2026, revising the rules for sedation in dentistry in Brazil. The updated regulation replaces the 2004 resolution and creates two levels of qualification – Basic and Advanced – with specific training requirements, including a minimum of 500 hours for advanced courses, mandatory practical supervision, and biennial certification in basic and advanced life support. A transition provision allows existing practitioners to apply for the new habilitation based on documented experience, provided they meet the new safety and ethical criteria.

Separately, the Federal Council of Nursing (COFEN) issued Resolution 811 on 22 July 2026, extending the effective date of its earlier Resolution 810/2026 by twelve months. The amendment concerns the regulation of conciliation sessions for nursing administrative proceedings and aligns the implementation timeline with the needs of the São Paulo Regional Nursing Council. The resolution entered into force upon publication in the Official Gazette.
