Brazil implements ban on sports betting and online casinos
The Brazilian government has implemented a provisional measure banning sports betting and online casinos, effective September 25. Under this measure, betting websites and applications are scheduled to be taken offline by October 6. Bettors have until 11:59 PM on October 5 to voluntarily withdraw their funds. Estimates from the Ministry of Finance suggest that companies will need to return approximately R$ 1.7 billion to roughly 22.9 million bettors.
In response, the National Union of Professional Football Associations (SINAFUT) has petitioned the Supreme Federal Court to suspend the measure or, alternatively, grant a six-month transition period. The ban significantly impacts the football industry, as many clubs rely on betting companies for sponsorship; in 2025, these companies paid R$ 1.143 billion in sponsorships to Brazil's 20 highest-revenue clubs.
A planned meeting between the government and football clubs to discuss the economic impact was postponed following reports of a potential boycott by several major clubs, including Flamengo and Palmeiras. Additionally, the Brazilian Development Bank (BNDES) has ruled out providing credit lines to football clubs to mitigate the loss of revenue, citing statutory prohibitions.
