Brazilian Higher Education Regulation Book Launched in São Paulo

The Fundação de Apoio à Tecnologia (FAT) held a launch event on 28 July at the Auditorium of Centro Universitário FECAP in the Liberdade district of São Paulo. The digital book, titled “Marco da Regulação 2026 – Desvendando o Marco Regulatório do Ensino Superior”, was presented as a manual for institutions to adapt to the changes introduced by Decree 12456 of 2025, especially those affecting distance (EAD) education.

Seventeen authors—executives, university administrators, legislators and members of the Conselho Nacional de Educação—contributed to the volume. César Silva, director‑president of FAT, said the work is “crucial for all institutions in the sector” and emphasized the need to safeguard the progress made in expanding access to higher education. The book will be freely available on Amazon, and five of the authors attended the event for a cocktail reception, discussion and autograph session.

Organizers included FAT’s policy consultant Francisco Borges, World Education Parliament member Leandro Henrique Magalhães, and UFSC’s distance‑learning laboratory coordinator João Vianney, with support from Elizabeth Guedes of IBMEC and CNE.
