Brazil approves Petrobras pipelines to cut industrial gas prices

The National Energy Policy Council (CNPE) approved a resolution that authorises the use of Petrobras’ pipelines to transport natural gas produced from the pre‑salt fields for direct sale to large industrial consumers. The measure is intended to increase gas supply and lower the price paid by industry, with the Ministry of Mines and Energy estimating a reduction of up to 50 % – from about US$12 per million BTU to US$5 per million BTU. Auctions of the gas will be run by the Brazilian Petroleum and Natural Gas Administration (PPSA), while the National Agency of Petroleum, Natural Gas and Biofuels (ANP) will set the payment terms for Petrobras. Minister Alexandre Silveira, who chairs the CNPE, said the policy will make infrastructure “better used for Brazil” and bring cheaper gas to base‑industry users. Industry groups welcomed the decision, saying it will improve competitiveness.

The resolution also creates a working group, GT‑GE, to monitor implementation and expects the first auction to take place in the last quarter of the year, with further auctions planned through 2030.
