Brazilian lawmakers propose bills to criminalize obstetric and animal violence

Deputy Fabio Macedo (Podemos‑MA) introduced Bill 1056/2023 to classify violence occurring during childbirth and the immediate postpartum period as a form of domestic abuse, adding specific penalties and mandating free psychological care for affected mothers within the public health system.

Deputy Duda Ramos (Podemos‑RR), together with colleagues Rodrigo Gambale and Renata Abreu, presented Bill 3063/2026 to establish a National Policy for Integrated Prevention of Violence and Protection of Animals. The proposal aims to create permanent public policies for early detection of animal cruelty, coordinate state and municipal agencies, and ensure veterinary care and rehabilitation for rescued animals, without creating new criminal offenses.

Both initiatives seek to expand legal protections against distinct forms of violence in Brazil and call for systematic preventive measures and state‑funded support for victims.
