Brazilian legislators clash over budget‑binding amendments and municipal wage floor proposals

A constitutional amendment proposal (PEC) was filed in the Paraná State Legislative Assembly to create "impositive amendments," which would make budget allocations indicated by deputies mandatory. The draft, presented by state deputy Luiz Fernando Guerra (Novo) and supported by more than 30 legislators from both the governing base and the opposition, could earmark up to R$ 1 billion for projects favored by lawmakers. Governor Ratinho Júnior publicly opposed the measure, arguing it would limit the state's ability to prioritize spending.

At the federal level, over a hundred bills under consideration in the Brazilian Congress aim to establish minimum wage floors for various professional categories. Analysts estimate that if enacted, these floors could impose an additional R$ 49.5 billion in costs on municipalities, which already closed 2024 with a record R$ 33 billion deficit. The proposals risk forcing local governments to cut spending on health, infrastructure and school meals. The National Confederation of Municipalities has warned that the measures violate fiscal responsibility rules and called for a presidential veto to protect municipal finances.
