Brazilian Municipal Courts Demand Transparency on Public Service Management

The São Paulo court ordered the municipality of Mauá to provide detailed information on its plan to outsource educational support services to a social organization, after a lawsuit by the public‑servants union Sindserv. The judge required data on the number of current staff, potential job losses, existing public‑service exams, reserve lists and vacant positions to assess the legality of the move.

In Mato Grosso, the Public Ministry filed a civil action against the municipality of Juína seeking the regularisation of its municipal airport. The complaint demands improvements in infrastructure, accessibility, operational safety and proper administrative control, as well as the formalisation of private use of airport areas and the collection of appropriate fees.

Both cases illustrate heightened judicial scrutiny of local governments in Brazil over the management and outsourcing of public services.
