Brazilian municipalities face legislative and preservation impasses

In Caldas Novas, Mayor Kleber Marra has suspended the processing of two waste management bills, Law No. 153/2026 and Law No. 154/2026, following public concerns regarding potential new taxes. The municipal government clarified through the Secretariat of Environment and Water Resources that the proposals do not establish new taxes but aim to regulate procedures and align the city with federal and state standards. Bill 153/2026 introduces the ‘Pro-Vidro’ program for glass waste logistics, while Bill 154/2026 establishes rules for large-scale waste generators. The suspension allows for further technical analysis and dialogue with affected sectors.

In Herval d’Oeste, a R$ 1 million project to renovate the historic railway station has been canceled following a dispute between the local government and the Culture Council. A judicial decision by the Public Ministry of Santa Catarina had previously suspended works due to concerns over irreversible damage to the historical heritage. Despite the mayor’s attempt to compromise by removing plans for a restaurant and cafe, no agreement was reached. Consequently, the municipality has removed the station from the revitalization project, redirecting funds to focus on the construction of a nearby plaza featuring a playground, stage, and sports courts.
