Brazilian municipalities implement new public procurement training and guidelines
Municipalities in Brazil are implementing measures to comply with the new Federal Bidding and Administrative Contracts Law (Law 14.133/2021).
In Santa Bárbara, the Municipal Comptroller General, through its Government School, conducted training for civil servants regarding internal public procurement flows. Led by technical consultant Priscila Ramos Neto, the initiative aimed to improve transparency, legal security, and efficiency in purchasing and bidding processes.
Similarly, the City of Mogi das Cruzes has introduced new instructional booklets to standardize procedures. The Secretariat of Management and Public Contracting released guides for the preparation of Preliminary Technical Studies (ETP) and Terms of Reference (TR). These manuals include instructions on workflow, the responsible use of artificial intelligence in public management, and operational requirements for support teams to ensure administrative integrity.
