Brazilian municipalities launch tax amnesty programs
Municipalities in Brazil have launched tax amnesty programs to facilitate the regularization of outstanding debts.
Guanambi has instituted the Refis 2026 program, allowing individuals, micro-entrepreneurs, and companies to settle municipal debts with up to 100% discounts on interest, fines, and legal fees for those opting for lump-sum payments. The program covers tax and non-tax debts incurred up to December 31, 2025, including IPTU and ISS. Participants must adhere to the deadline of October 30, 2026, and installment plans offer varying discounts between 20% and 80%.
São João de Meriti has also initiated its 2026 Fiscal Amnesty program. This measure offers up to 100% discounts on interest and fines for debts such as IPTU, ISSQN, and ITBI. Taxpayers can choose between a 100% discount for lump-sum payments, a 90% discount for settlements by December 2026, or installment plans of up to 24 months with a 50% reduction. The revenue generated is intended to fund public policies in health, education, and social assistance.
