Brazil Strengthens Transparency on Municipal Funds and Child Welfare Spending

The National Confederation of Municipalities (CNM) has advised city officials to enhance transparency and traceability in the execution of parliamentary amendments after the Supreme Federal Court (STF) suspended the release of more than R$125 million to 46 municipalities across six states. The court, acting on a decision by Minister Flávio Dino, barred amendments with indications of irregularities, emphasizing the need for updated work plans, accurate reporting on platforms such as Transferegov, and strict compliance with accountability requirements to avoid further funding blocks.

In a related push for fiscal openness, the Brazilian federal government disclosed that R$264 billion was allocated for children and adolescents in the 2025 budget. The data, compiled with UNICEF and the Institute of Applied Economic Research (Ipea), aims to allow public scrutiny of how resources are distributed and used, supporting efforts to reduce inequality and improve outcomes in education, health, and protection for young people.
