Aneel Approves Transmission Tariff Increase and Revises Distribution Rules

The National Electric Energy Agency (Aneel) approved the tariff calculation for electricity transmission for the 2026‑2027 cycle, allowing annual revenues of R$ 54.95 billion—a 9.41% rise over the previous period. The agency estimates an average 1.1% impact on consumer electricity bills.

Aneel also began a public consultation to overhaul the “Factor X” component that transfers productivity gains of distribution utilities to consumers. The new proposal would base the factor on a 50‑50 split between sector‑wide and individual‑company productivity data, with greater weight given to consumer satisfaction from 1 January 2027.

In a technical note, Aneel identified 88 MW of irregular power from micro‑ and mini‑distributed generation, representing 0.31% of total distributed generation and posing safety concerns for the national grid.

Separately, the agency approved a 20.51% average electricity tariff increase for Copel customers in Paraná, affecting about 5.3 million consumers, citing higher costs for energy purchases, transmission, and sectoral charges.
