Brazilian Senate approves bill to transform Cefets into federal universities

The Brazilian Senate has approved a bill to transform the Federal Centers for Technological Education (Cefets) in Minas Gerais and Rio de Janeiro into federal universities. The legislation, PL 4.952/2026, now awaits presidential sanction.

Under the new law, Cefet-MG will become the Universidade Federal de Ciência e Inovação de Minas Gerais, and Cefet Celso Suckow da Fonseca in Rio de Janeiro will become the Universidade Federal de Ciência e Inovação do Rio de Janeiro. The transition aims to increase institutional autonomy for teaching, research, and extension while maintaining existing technical high school education programs.

Senator Camilo Santana, the rapporteur, noted that the change reflects the natural evolution of these institutions, which already provide undergraduate and postgraduate courses. This follows a previous attempt in July via PL 5.102/2023, which was vetoed by the President on the grounds that reorganizing federal public administration is an executive prerogative.
