Senate Human Rights Commission debates child protection training

The Senate Human Rights Commission (CDH) held a debate regarding the improvement of professional training for the implementation of the National Plan to Combat Violence against Children and Adolescents. Senator Damares Alves, president of the CDH, advocated for the mandatory use of the Information System for Children and Adolescents (Sipia) by guardianship councils. She noted that only 2,900 of Brazil's more than 5,500 municipalities currently utilize the platform and proposed legislation to establish consequences for councils that fail to use the tool.

Government representatives acknowledged existing gaps, such as the lack of a unified national protocol in schools and insufficient data integration across sectors. Additionally, a representative from the Federal Court of Accounts (TCU) highlighted serious state deficiencies in combating child sexual abuse on the internet. The Ministry of Human Rights and Citizenship reported that over 33,000 certifications were recorded by the National School for the Rights of Children and Adolescents (Endica) in 2026, with over 25,000 people completing national courses between 2023 and August of this year.
