Brazilian startups and SMEs confront chronic CTO talent gap
Most Brazilian startups and small‑medium enterprises (SMEs) struggle to afford senior technical leadership, even as demand for structured software development, deep data analysis and robotic process automation reaches unprecedented levels. A report by Brasscom shows that between 2019 and 2024 the IT sector required about 665,000 specialized professionals, but only 464,000 were trained, leaving a 30% shortfall. The sector generated over R$ 760 billion in 2024, about 6.5% of Brazil’s GDP, intensifying competition for qualified leaders.
The shortage drives systemic salary inflation for senior tech roles, prolonged hiring cycles for strategic positions and fierce rivalry for hybrid talent that blends technical expertise with strategic insight. Companies are advised to assess when a full‑time CTO, a fractional executive, or a consulting arrangement best fits their growth stage, balancing costs with the need for strategic technology planning, architecture decisions, security oversight and roadmap prioritisation.
