Brazilian Union ordered to compensate family of dictatorship victim
The Federal Court of Amapá has ordered the Brazilian Union to pay R$ 200,000 in moral damages to the widow and six children of Luís Messias Tavares. The ruling follows findings from the Amapá State Truth Commission regarding political persecution during the 1964 civil-military dictatorship.
Luís Messias Tavares, a former police officer and student leader, was subjected to arbitrary arrest and dismissed from his public position in 1964. The court recognized the State's responsibility for the severe physical and psychological consequences he suffered due to state repression. These consequences included a psychotic episode following a stroke at age 25 and an irreversible loss of recent memory due to a lack of neurological and psychological assistance.
Judge Felipe Handro stated that the compensation serves not only as financial reparation but also as a recognition of the rights to memory, truth, and the guarantee of non-repetition of such human rights violations.
