Brazil's 1961 political crisis and the Legality Campaign

In August 1961, Brazil faced a severe institutional crisis following the resignation of President Jânio Quadros. The resignation, which occurred only seven months into his term, triggered a struggle over the constitutional succession of Vice President João Goulart, who was abroad on an official mission at the time.

Military ministers attempted to block Goulart from assuming the presidency, leading to the mobilization of the 'Campanha da Legalidade' (Legality Campaign). Led by Leonel Brizola, then-governor of Rio Grande do Sul, the movement resisted the attempted coup from the Palácio Piratini in Porto Alegre.

Brizola established a communication network known as the 'Rede da Legalidade' to broadcast his defense of the Constitution, bypassing censorship and military interference. This mobilization turned a localized institutional dispute into a national movement, ultimately ensuring Goulart's inauguration and the preservation of constitutional order.
