Brazil's 2033 sanitation universalization target deemed unlikely

Experts at the VII Novo Saneamento Forum in São Paulo said Brazil is unlikely to meet the 2033 goal of providing safe water to 99% of the population and sewage services to 90%. About 20% of Brazilian municipalities still lack a sanitation regulator, and many autonomous municipal systems were not covered by the legal framework. The sector estimates an investment need of R$600‑900 billion, roughly double current annual spending, to reach the target. Private concessionaires also warned that delays in contractual financial rebalancing and regulatory uncertainties are stalling essential infrastructure projects, further jeopardizing the timeline.

The forum highlighted that while progress has been made, the remaining seven years are insufficient without significant regulatory reforms and accelerated funding.
