Brazil's Aldir Blanc and Cultura Viva Policies Highlighted in National Cultural Debates

A panel at the second day of the I Seminar on the results of the Aldir Blanc National Culture Policy focused on strengthening the Cultura Viva program. Speakers noted that roughly R$220 million from the first cycle was allocated to Cultura Viva, expanding its reach to thousands of municipalities. Over the past three and a half years, R$966 million funded more than 23,000 cultural initiatives, with a target of surpassing 30,000 by year‑end. The discussion emphasized balancing wider access with quality support for community‑based cultural projects.

In Porto Alegre, a session titled “Culture and Periphery: Power and Future” brought together legislators, artists and Indigenous leaders to argue that culture is a tool of resistance and territorial empowerment. Participants stressed the need for policies that go beyond event funding, citing hip‑hop’s role in mobilising Black youth and urging the state to back cultural expressions rooted in marginalized territories.
