Brazil's ANEEL approves R$5.5 bn power bill relief for 22 distributors

Brazil's National Electric Energy Agency (ANEEL) approved rules to return up to R$5.5 billion to consumers of 22 electricity distributors. The discounts target customers in the North, Northeast, Mato Grosso and parts of Minas Gerais and Espírito Santo, where generation and distribution costs are higher, especially in isolated diesel‑powered areas. ANEEL estimates the average tariff reduction will range from about 4.5% to 5.8%, depending on the final amount collected and subsequent tariff adjustments in 2026.

The funding comes from the Use of Public Asset (UBP) charge paid by hydroelectric plants to the Union for using river resources. A recent law allows these plants to accelerate future UBP payments at a 50% discount; only 24 of the 34 eligible companies opted in, lowering the projected collection from an initial R$7.9 bn to roughly R$5.5 bn. ANEEL has set a methodology for allocating the resources among distributors based on market size and regional operating costs. Payments from the hydro plants are scheduled for July, after which the Chamber of Electric Energy Commercialisation (CCEE) will confirm the exact figures and final discount percentages will be applied to captive consumers.
