Brazil's Aneel to revise energy‑cut rules and unlock renewable compensation
Sandoval Feitosa, director‑general of Brazil's National Electric Energy Agency (Aneel), announced that the agency will review norm 1.030, which regulates mandatory generation cuts. The revision is intended to allow compensation payments to wind and solar plant owners, as mandated by a law passed last year. A technical team will be appointed by 15 June, and the payments are scheduled to begin in September 2023 and continue until the new electric‑sector modernization law expires. Compensation will apply only to cuts made for system‑stability reasons, not for market shortages.
Following massive blackouts that left more than 4 million people in São Paulo without electricity in 2025 and a threatened revocation of Enel's concession, Aneel director Gentil Sá called for stricter concession rules under the recently approved legal framework. The regulator plans to set new normative requirements for future contracts, emphasizing efficiency, tariff fairness, hourly pricing, market opening, and distributed generation, with consumers placed at the centre of the sector’s innovation agenda.
