Brazil's ANP bars Atem from Amazon oil block and launches gas access inquiry
The National Agency of Petroleum, Natural Gas and Biofuels (ANP) removed Atem Participações S.A. from the competition for block AM‑T‑133 in the Amazon basin, cancelling its participation in the fourth cycle of the Permanent Concession Offering despite having submitted the winning proposal. The disqualification was published in the official gazette and the company may appeal within five business days.
Separately, ANP created a special commission to investigate alleged anti‑competitive practices in the negotiation of access to pre‑salt gas pipelines and processing units operated by Petrobras. The commission, composed of members from several ANP superintendencies, will operate for 270 days (extendable by 90) and addresses disputes over tariffs, penalties, and the "send‑or‑pay" clause that affect the federal gas auction programme.
