Brazil’s ANTT launches electronic verification of mandatory cargo insurance

The National Agency of Land Transport (ANTT) announced that Brazilian road cargo carriers will now be subject to an electronic audit of the three mandatory insurance policies required for freight transport. The audit links insurers directly with the National Register of Road Cargo Transporters (RNTRC), replacing manual document checks. If a carrier lacks any of the required coverages – Transporter Civil Liability Insurance (RCTR‑C), Cargo Disappearance Liability Insurance (RC‑DC) or Vehicle Civil Liability Insurance (RC‑V) – its RNTRC registration can be suspended, halting paid transport operations.

The requirement stems from Law 14.599/2023, which updated sector regulations. Insurers note that many companies still confuse the purpose of the three policies, and experts warn that mis‑understanding could lead to operational disruptions. Lawyer and insurance broker Claudio Royo said, "A suspensão do registro pode impedir a empresa de realizar novos transportes e comprometer contratos em andamento." The agency advises carriers to verify their coverage details before renewal to avoid registration gaps.
