Brazil's ANVISA issues new rules on cosmetic ingredient restrictions

The Brazilian health regulator ANVISA published Resolution RDC 1.029/2026, defining the first part of a restricted‑substances list for cosmetics, hygiene products and perfumes. The rule incorporates Mercosur resolution GMC 06/25 and aligns Brazil’s standards with international references. On the same day ANVISA released RDC 1.030/2026, updating the list of substances outright prohibited in these products. A public consultation (Consultation 1.399/2026) on the second part of the restricted‑substances list began on 1 July and will remain open for comments from 8 July to 8 September, inviting industry and civil‑society input.

ANVISA, created in 1999, is the autonomous agency that regulates medicines, vaccines, food, cosmetics, medical devices and related services in Brazil. It conducts product approvals, monitors market safety, and can order recalls or suspensions when health risks are identified. The recent cosmetic‑ingredient updates are part of its ongoing effort to strengthen consumer safety, improve regulatory predictability and harmonise Brazil’s rules with Mercosur and other international standards.
