Brazil launches Move Brasil credit line for delivery riders

On 27 July 2024 the Brazilian federal government launched the Move Brasil Entregadores e MotoApp programme, a credit line aimed at financing motorcycles, motorbikes and electric bicycles for app‑delivery workers and moto‑taxi drivers. Operated by Caixa Econômica Federal with subsidies from the Social Infrastructure Investment Fund (FIIS) and guaranteed by the Operations Guarantee Fund (FGO), the scheme can cover up to 100 % of the vehicle price with no down‑payment.

The programme targets about 100 000 new two‑wheel vehicles. Applicants must have been registered on a digital platform for at least six months and have completed at least 100 rides or deliveries; CLT‑contracted workers must also have six months with the same employer. Eligible vehicles are brand‑new motorcycles up to 160 cc, flex‑engine models, electric motorcycles up to 7.5 kW and electric bicycles up to 1 kW, all manufactured in Brazil or with a national production project. Financing is repayable over up to 48 months with a two‑month grace period and interest rates of 12.5 % per year for men and 11.5 % for women.

The credit line also includes financing for charging‑station infrastructure. The workers’ association Atam criticised the initiative, saying it does not address low wages and could increase indebtedness, describing it as an electoral move.
