The program’s underlying Cadastro Único system, launched in 2001, allows low‑income families to self‑declare income, informing benefit eligibility. Analysts argue the system should better differentiate aid based on vulnerability, proposing targeted study scholarships and enhanced data use to improve long‑term social inclusion and educational outcomes for beneficiaries.
