Conmebol rejects Vini Jr. rule while adopting new IFAB regulations

On 14 July 2026 the South American Football Confederation (Conmebol) announced that it will introduce the new Laws of the Game approved by the International Football Association Board (IFAB) for its competitions, aligning with the rule set used at the 2026 FIFA World Cup. The changes, which take effect from the resumption of the Copa Libertadores (from 11 August) and the Copa Sudamericana (from 22 July), cover time‑limits on throw‑ins and goal‑kicks, a ten‑second window for players to leave the field during substitutions, a one‑minute minimum off‑field period after medical treatment, and expanded VAR powers to correct identity errors, mistaken cards and incorrect corner‑kick decisions. However, Conmebol will not adopt the optional “Law Vini Jr.” – a provision that mandates a direct red card for any player who covers his mouth while provoking an opponent. The federation said it “decided not to implement the optional provision… that provides for the expulsion of players who cover their mouth when communicating with an opponent.” The decision mirrors UEFA’s stance and applies to all Conmebol‑organized tournaments. National federations such as the Brazilian CBF are also preparing to discuss the adoption of the same IFAB changes for domestic competitions.
