Brazil's Lower House Approves Fast‑Track Research Grant Program

The Chamber of Deputies' Commission on Science, Technology and Innovation approved a bill creating the National Fast‑Track Research Grant Program (BNPR). The program will fund scientific and technological projects lasting three to six months that have high potential for immediate application, such as in artificial intelligence, biotechnology and public health. The text, submitted by rapporteur Deputy Dr. Flávio (PL‑RJ) as a substitute for the original PL 6657/25 proposed by Deputy Amom Mandel, assigns implementation responsibilities to the National Council for Scientific and Technological Development (CNPq) and aligns the scheme with Brazil's National Strategy for Science, Technology and Innovation. Eligible recipients include researchers from public or private institutions, postgraduate students and industry professionals. Funding may come from the federal budget, partnerships with companies and international organisations, sectoral science and technology funds, and parliamentary amendments. The proposal now heads to the Finance and Taxation and Constitution and Justice committees for final review; it must be approved by both the Chamber and the Senate to become law. Deputy Dr. Flávio emphasized that “short‑term grants of three to six months have proven essential for delivering emergency solutions, innovative products and rapid lab‑to‑market transitions.”
