Brazil's Chamber Approves National Police Communication Training Program
The Commission of Public Security of Brazil's Chamber of Deputies approved a bill establishing the National Program for Operational Communication Training for public security forces. The program aims to train police officers in conflict mediation, humane service, and techniques to reduce disproportionate use of force, thereby enhancing the legitimacy of police actions.
Implemented through the Unified Public Security System, the training will be rolled out gradually to all security agents nationwide, with a minimum load of 80 hours that includes realistic simulations, crowd‑control strategies, and crisis‑management exercises. The curriculum also covers environmental analysis, counter‑propaganda methods, and emotional‑control techniques, and may involve partnerships with universities and international organizations. The proposal now proceeds to the Finance and Constitution committees and, if approved, must also pass the Senate before becoming law.
